DivinaLaw Senior Partner Jose “Jay” Layug received the first Raymund Offshore Wind Award given by the Philippine offshore wind energy sector in the Philippines to honor his leadership and innovation in renewable energy and offshore wind. The ceremony honors the legacy of BlueFloat Energy Country Manager Raymund Pascual and his relentless pursuit of advancing offshore wind in the Philippines. In his acceptance speech, Jay paid homage to Raymund who stood at the forefront of offshore wind development in the Philippines.

Jointly given by the Global Wind Energy Council (GWEC), Pilipinas Offshore Wind Energy Resource, Inc. (POWER), Wind Energy Developers Association of the Philippines (WEDAP) and BlueFloat Energy, Jay Layug was recognized for his dedication and strategic contributions that have played a vital role in shaping and developing the offshore wind industry in the Philippines together with the other awardees. As part of the BVG & Associates UK consortium, Jay authored the legal framework for the World Bank’s Offshore Wind Roadmap for the Philippines and United Nations Office for Project Services (UNOPS) Marine Spatial Plan. Jay also acts a counsel to numerous offshore wind industry players in the Philippines.

Jay co-heads the DivinaLaw Energy Practice with Senior Partner Richie Pilares. The Philippine Department of Energy announced the green energy auction for offshore wind to be conducted in the third quarter of 2025.
